Since 2019, France has applied differentiated registration fees to non-EU international students at public universities. These fees nevertheless remain lower than those charged in Canada, the United Kingdom, or the United States, and several schemes make it possible to significantly reduce or even cancel them. Here is an overview of the main financial support accessible to Moroccan students for the 2026-2027 academic year.

Differentiated Fees: Context and Amounts

At French public universities, non-EU students pay differentiated registration fees, set at approximately 2,770 € for a bachelor's degree and 3,770 € for a master's degree in 2025-2026. These amounts are significantly higher than the fees for French or European students (170 € for a bachelor's, 243 € for a master's). A partial or total exemption can bring these fees down to the EU level.

Social Coverage Scholarship (BCS) for Grandes Écoles

This is one of the most significant forms of support for Moroccan students admitted to the first year of a French engineering or business Grande École. For 2025-2026, the Franco-Moroccan commission awarded 200 social coverage scholarships. This French government scholarship status entitles holders to an exemption from differentiated fees and registration costs, health insurance coverage, free visa processing, and reimbursement of Campus France fees.

Dual Degree Master's Scholarship (Institut Français du Maroc)

This programme targets Moroccan students enrolled in a master's degree at a partner public university linked to a French institution by a dual degree agreement. The scholarship covers a 10-month period in France, with exemption from registration fees at institutions under the Ministry of Higher Education and Research (MESR), social coverage, and reimbursement of visa and Campus France fees. Scholarship recipients for each session are published on the Institut Français du Maroc website.

Eiffel Scholarships

The Eiffel Excellence Scholarships, managed by Campus France on behalf of the French Ministry for Europe and Foreign Affairs, are among the most prestigious available to international students in France. They provide a monthly allowance of approximately 1,181 € at master's level and 1,800 € at doctoral level (2025 data), travel coverage, medical insurance, and sometimes accommodation in university residences. Selection is highly competitive: approximately 350 scholarship holders are selected worldwide each year.

Erasmus Mundus Scholarships

Erasmus Mundus master's and doctoral programmes are joint programmes between several European universities, funded by the European Union. They generally cover registration fees, a monthly allowance, and travel costs. Moroccan students are eligible for these programmes as third-country nationals.

CROUS Scholarships

CROUS (Regional Centres for Student and School Life) scholarships are awarded based on social and economic criteria. Their amount varies between approximately 1,450 € and 6,300 € per year in 2024-2025, depending on the level. To be eligible, the student must be enrolled in a public institution or a school authorised to host CROUS scholarship holders.

Exemptions Granted by Institutions

Public higher education institutions have a pool of exemptions they can grant to non-EU students based on academic or social criteria. A student receiving a full exemption pays the same registration fees as a French student: approximately 170 € for a bachelor's degree and 243 € for a master's degree (2025-2026). These exemptions are awarded directly by institutions, without a unified national procedure. They must be requested at the time of registration.
