Studying in Francophone Ontario from Morocco: Collège Boréal, Collège La Cité and Laurentian University

Three Francophone institutions in Ontario welcome Moroccan students: Collège Boréal, Collège La Cité in Ottawa, and Laurentian University in Sudbury. Programmes, fees, and immigration pathways available in 2025-2026.

Ontario is home to the largest Francophone population outside Quebec in Canada. This reality has given rise to a network of French-language higher education institutions, representing a unique gateway for Moroccan students: the ability to study in their language of schooling while settling in an economically dynamic province, with diverse employment prospects and, for certain profiles, a specific immigration pathway for Francophone communities.

Collège Boréal (Northern Ontario)

Collège Boréal is the main French-language college of applied arts and technology in Ontario, with its main campus in Sudbury and sites in several cities in northern and central Ontario. It offers programmes in health, technology, business, social services, and skilled trades. International students apply through the OCAS/SACO portal, the shared application platform for Ontario colleges.

  • Application fee: 350 CAD (non-refundable) — figure to confirm for 2026-2027 on the official website
  • Since 22 January 2024: a Provincial Attestation Letter (PAL) from Quebec or Ontario is required before applying for a study permit
  • Certain programmes have limited capacity (medical radiation, veterinary care, ultrasound): check availability before applying
  • Diploma programmes of two years or more are eligible for the Post-Graduation Work Permit (PGWP)
  • Collège Boréal participates in the Francophone Community Student Pilot Programme (FSTP)

Collège La Cité (Ottawa)

Collège La Cité is located in Ottawa, Canada's federal capital and an officially bilingual city. This is a considerable advantage for graduates wishing to work in the Canadian public service or in organisations that value bilingualism. La Cité offers programmes in technology, business, media, health, and social services, with international tuition fees ranging, according to available information, from 16,500 to 21,000 CAD per year (2025-2026 data, to be verified for 2026-2027).

  • Application fee: 350 CAD (non-refundable)
  • Admission via OCAS/SACO (shared Ontario colleges platform)
  • Provincial Attestation Letter (PAL) required since January 2024 before applying for a permit
  • La Cité participates in the Francophone Community Student Pilot Programme (FSTP)
  • PGWP-eligible programmes available in many fields of study
  • Ottawa: bilingual job market, proximity to the Montreal region

Laurentian University (Sudbury)

Laurentian University is the only bilingual university in northern Ontario. It offers programmes in French, English, and some in bilingual mode, in fields such as science, business, arts, engineering, law, and health sciences. For Moroccan students wishing to pursue university — rather than college — studies in French in Canada, this is an option worth serious consideration.

  • 2025-2026 tuition (undergraduate, 30 credits): approximately 29,480 CAD for most programmes, 30,693 CAD for business administration, 30,052 CAD for engineering — official data, to verify for 2026-2027
  • Excellence scholarships: up to 40,000 CAD (average 80-89.9%) or 60,000 CAD (average 90-100%), renewable over 4 years
  • Application fee for international students: 144 CAD
  • Confirmation deposit: 2,000 CAD to be paid within 30 days of receiving the offer
  • PGWP-eligible programmes in the vast majority of fields

The Francophone Community Student Pilot Programme (FSTP)

This Immigration, Refugees and Citizenship Canada (IRCC) pilot programme targets graduates of participating institutions — including Collège Boréal and Collège La Cité — who wish to settle in a Francophone minority community outside Quebec. It offers a pathway to permanent residence for candidates meeting specific criteria: French language proficiency, intention to settle in the Francophone community, and professional experience related to the diploma. Places are limited and rules may change.

Admission Steps from Morocco

  • Compare the programmes of the three institutions and verify admission requirements for holders of the Moroccan baccalaureate
  • Prepare the required documents: official academic transcripts, translated and certified, and proof of French language proficiency
  • Submit your application via OCAS/SACO for colleges or directly through Laurentian University's portal
  • Obtain the Provincial Attestation Letter (PAL) from the Ontario government — a step separate from the federal study permit
  • Apply for a study permit from IRCC once you have both the admission offer and the provincial attestation letter
  • Plan ahead: allow at least 12 months between the start of proceedings and your intended enrolment date
